She graduated from high school in Rialto, CA in 1966. She graduated from College with an Associates of Arts Degree in Business Law in Barstow, CA in 1968. In 1976, she married Lawrence Ballard, and with her two children from a previous marriage, resided in the San Francisco Bay area until 1993 when they moved to Rochester, to be near family.

From 1980 to 1987, she worked as a delivery supervisor for the Contra Costa Times in Pittsburg, CA. During the years on 1989 to 1994, she was a math and reading tutor plus a teaching assistant to at risk youth in an inner city school environment. She was greatly appreciated for her patience and ability to reach these children. Gaye had a strong faith in God and prayer. She attended Catholic churches as a youth and other denominations as an adult. She was a member of the Grand Mound Baptist Church at her death. Gaye was loved by her family and friends. She was a sweet person who enjoyed a funny story and a good laugh. She had a friendly smile for all. She deeply loved her children and enjoyed hearing about the antics of her grandchildren.

Survivors, in addition to her husband Larry, include one son, Kenneth R. Withrow of Griffith, IN; a daughter, Sandra M. Withrow Duncan of Antioch, CA; three stepchildren, David, Daniel and Pamela, all of ME. She leaves two sisters; Rosemary Reeves of Rochester, WA, and Judy Williams, of Winston, OR, and her beloved mother, Reo Flowers, of Rochester, WA.
